Use more than one Google Workspace plan in your company

Your company can use two or more Google Workspace plans on one domain. For example, most staff can use Business Standard and a management team can use Enterprise Standard. Google calls this partial domain licensing. It is possible only when each plan has enough users, and only when Office Niaga orders it from Google for you.

Why the Admin console cannot do it

The normal plan change is an upgrade, and an upgrade moves every user in the company to the new plan. Neither the Admin console nor the console we order through has an option to add a second plan next to the first. For a mix, Office Niaga sends a special order to Google. Google then checks the order against its rules.

When you can mix plans

The rules below are Google’s ordering rules for resellers, confirmed by Google Partner Support in October 2026. Google can change them, so we check each order with Google before we send it.

Your mix	Rule
Any mix	Each plan must have at least 20 users.
Business plans only (for example Business Starter + Business Standard)	The total must be 300 users or fewer. There is no other limit.
Business + Enterprise (for example Business Standard + Enterprise Standard)	Each higher plan must have at least 15% of all users or 100 users, whichever number is larger. The Business plans keep the 300-user limit.
Frontline + Business or Enterprise	Allowed. The Frontline plan must have at least 20 users.
Essentials or Enterprise Essentials in the mix	Not allowed.
Old G Suite plans + Google Workspace plans	Not allowed.

Here is one example that Google allows:

• 220 users on Business Standard and 100 users on Enterprise Standard, 320 users in total.
• Each plan has more than 20 users.
• The Business Standard group has fewer than 300 users.
• The Enterprise Standard group has 100 users. 15% of 320 is 48, so the larger number, 100, applies, and the group meets it.

When you cannot mix plans

Most small companies cannot mix plans, because each plan must have at least 20 users. If you want 6 users on Business Standard and 7 users on Business Starter, you have two other options:

• Two accounts on two domains. Put one group on yourcompany.com and the other group on a second domain, for example yourcompany.my. The two groups are two separate organisations, so they share files with each other as external users.
• Google Workspace for some staff, Office Niaga Mail for the others. Give Google Workspace to the staff who need Drive, Meet and Docs. Give Office Niaga Mail to the staff who need email only.

Ask Office Niaga for a mix

Office Niaga sends the order to Google for you. Do these steps before your next renewal, if possible:

1. Count the users who need each plan.
2. Compare your numbers with the rules table above.
3. Send us the number of users for each plan on WhatsApp or through the billing portal.
4. Approve our quotation. Government agencies and schools issue an LO or PO. See Quotation, LO and PO.
5. Wait for our message. We tell you when Google adds the second plan to your account.

Give each user the right licence

After Google adds the second plan, each user must have the licence for their plan. You must be a Google Workspace admin with the user management and licence management privileges to do these steps.

To change the plan of one user, do these steps in admin.google.com:

1. Go to Menu → Directory → Users.
2. Click the name of the user.
3. Scroll down and click Licenses.
4. Click Google Workspace to show the switches.
5. Turn off the old plan, then turn on the new plan.
6. Click Save.

A user cannot have two Google Workspace plans at the same time. If the new plan does not turn on, make sure that the old plan is off.

To give the same plan to many users at once, do these steps:

1. Go to Menu → Directory → Users.
2. Select the box next to each user.
3. At the top, click More → Assign Licenses.
4. Click the plan, then click Assign.

A licence that you remove can take up to 24 hours before you can assign it to a different user.

New users get the right plan automatically

You can let Google give each new user a plan by their organisational unit (OU), for example an OU for the management team. First put the users in the correct OU. Then do these steps:

1. Go to Menu → Billing → License settings.
2. On the left, click the OU.
3. Point to the plan for that OU, then click Edit.
4. Select On.
5. Click Override.

This setting also changes the users who are already in that OU. Google gives them the plan of the OU in place of their old plan. Check the OU before you click Override. A change can take up to 24 hours. Google explains more in Set automatic licensing for organizational units.

Common issues

Can 5 managers have Business Standard and the other 30 staff Business Starter?

Not on one account. Each plan in a mix must have at least 20 users. Use one of the two other options in When you cannot mix plans.

Can I mix plans myself in the Admin console?

No. The Admin console and the reseller console can only upgrade the whole company. Office Niaga must send a special order to Google. Ask us on WhatsApp.

Can I mix Business Starter with Enterprise Essentials or Essentials Starter?

No. Essentials and Enterprise Essentials plans cannot be part of a mix. Old G Suite plans also cannot be mixed with Google Workspace plans.

A user has the wrong plan after the change. What do I do?

Open the user in Directory → Users, click Licenses, turn off the wrong plan and turn on the correct plan. Then click Save. See Give each user the right licence.

Can we add Frontline licences for our factory or shop staff?

Yes. Frontline plans can be mixed with Business or Enterprise plans. The Frontline plan must also have at least 20 users.
